User Levels and Their Purposes
1. Admin (Super Admin)
Purpose: Full system access and control
Access Rights:- Complete CRUD operations on all modules
- Manage users (only admin can do this)
- Manage elections, positions, candidates
- View election results and reports
- Access and delete system logs
- Modify system settings
- Full dashboard access
2. COMELEC
Purpose: Election management without user admin
Access Rights:- All admin capabilities EXCEPT user management
- Manage elections, positions, candidates
- View election results and reports
- View system logs (cannot delete)
- Modify system settings
- Dashboard access
3. Poll Watcher
Purpose: Independent monitoring and transparency
Access Rights:- Read-only access to election data
- View dashboard
- View previous election results
- View current election summary
- NO modification rights whatsoever
4. Student
Purpose: Voting participation
Access Rights:- Cast votes in active elections
- View their own voting history
- View election information
- Cannot modify or delete anything
